Jim Stanfield - General Manager Jim Stanfield is Lakeland Electric’s General Manager. Prior to this appointment, he served as Director of Legislative, Regulatory and Environmental Affairs.
Before assuming his job at Lakeland Electric, Stanfield held several positions during his 22-year career at Florida Power Corp., including that of Public Service Commission Liaison and Senior Counsel for the utility. He was the former chair of the Public Utilities Law Committee of the Florida Bar Association and also worked for the City of Gainesville and the Salt River Project in Arizona before joining Florida Power.
Jim has currently published a fictional book on Terrorism.

Jim Pennington - Deputy General Manager Jim is responsible for all operating aspects of Lakeland Electric.
Jim was previously Assistant Finance Director for the City of Lakeland. Prior to coming to Lakeland, he has held a variety of financial leadership positions, including Chief Financial Officer for two startup businesses and has nearly two decades of financial experience in the electric utility business including serving as Vice President and Corporate Controller for Central Vermont Public Service.
Jim earned his Bachelor’s Degree in Accounting from Indiana University and a Masters Degree in Business Administration from Rensselaer Polytechnic Institute in Troy, NY.
He was born and raised in Northwest Indiana, has seven sisters and one brother, enjoys fishing, reading, golf, and travel. In the winter he is addicted to IU “Hoosiers” basketball and in the summer is an incurable Chicago Cubs fan.

Tony Candales - Assistant General Manager Production As Assistant General Manager of Production, Tony Candales is responsible for the coordination and direction of all functions pertaining to the operation and maintenance of Lakeland Electric’s power generating facilities.
Tony comes to us from Florida Power & Light in West Palm Beach and has 20 years of progressive and comprehensive experience in power generation. Tony has a Bachelor of Science in Electrical Engineering and Construction Management.

Alan Shaffer - Assistant General Manager, Delivery Alan Shaffer is responsible for the coordination and direction of all functions pertaining to the planning, construction, maintenance and operation of the Lakeland Electric transmission and distribution systems.
Prior to assuming his present role, Shaffer was Manager of Substation Operations. Shaffer also worked as an engineering supervisor where he was responsible for the overall supervision of substation engineering and the relay shop technical groups. He began his career as an electric engineer with Lakeland Electric in 1979 after receiving a Bachelor’s Degree in Engineering from the University of South Florida. He also holds a Master’s Degree in Engineering Management and has been a registered Professional Engineer since 1983.

Farzie Shelton - Assistant General Manager, Technical Support Farzie has been an employee of Lakeland Electric for over 20 years. Prior to this position she was the Manager of Environmental Affairs. Farzie’s expertise as an environmental professional is exemplary. Prior to her current position, she was Manager of Environmental Licensing & Permitting, Environmental Coordinator, and Chemical Engineer.
Farzie has a Bachelor of Science in Chemical Engineering from the University of South Florida and is a Registered Environmental Manager (REM). Farzie is responsible for the following sections within Lakeland Electric: System Planning, IT Resources, Fuel Purchasing, and Environmental Permitting.

David Kus - Assistant General Manager, Customer Service David’s responsibilities include Customer Contact, Phone Center, Field Services, Products Management, and Revenue Management. David came to us from Chelsea, MI and has 21 years of experience leading Customer Service Operations in both investor owned and municipal utilities. He started as a meter reader and worked his way up through leadership positions in meter reading, field services, credit and collections, call centers, billing remittance, payment offices, and project management. He also has approximately 5 years experience managing technology operations, in particular, large database and application projects.
David received his Associate of Arts degree from Ferris State University and earned his Bachelors Degree from the University of Michigan. He has been married for 29 years to his high school sweetheart. His interests include running, cycling, weightlifting, and enjoying his music and book collections.

Betsy Levingston - Assistant General Manager, Support Service Betsy Levingston’s major duties as the Director of Corporate Services include Safety/Training, Employee Engagement, Legislative & Regulatory Relations, and Contracts
Levingston began her career with the City of Lakeland in 1989 as a Secretary III in the Employee Relations Office. She was promoted to an Employee Relations Specialist in 1990 and became Administrative Assistant to the Managing Director of Lakeland Electric in 1995. She was promoted to Manager of Staff Support Services in December 2000. During her tenure with Lakeland Electric, Levingston implemented the department’s new Employee Orientation, panel interviewing process and Process Improvement Teams. Currently one of Levingston’s primary functions is leading the effort to capture critical knowledge that retirement eligible employees will take with them.
Betsy is a certified Senior Professional of Human Resources (SPHR) and Public Personnel Professional. In 1987 she received a dual Bachelor of Science degree, with distinction, in Business Administration / Business Education from Ferris State College in Big Rapids, Michigan. She received a Master of Arts degree in General Studies: Leadership and Development from the Ohio State University in 1985 where she completed doctoral studies in 1995 (all but dissertation) in Organization Development. Betsy was an Assistant Professor at Cedarville College in Cedarville, Ohio, and was an adjunct professor at the Ohio State University until she moved to Florida in 1988. Prior to that time she had been a high school business teacher in North Carolina and a college instructor in Iowa.
